I am a big skeptic on new technology

I thought the only real water powered car was the old try to make cars run on steam. You know where you have water turned into steam by applying heat and using the high pressure from the steam to power the car. Well today there is a claim that water vapors can have electricity applied to separate the water molecules into its component parts, namely hydrogen and oxygen. Then to be able to burn the hydrogen for fuel. Has there been any scientific study on these claims or even individuals that have bought the equipment that can say the claims are true?
